Voltage Reduction Cables
A voltage reduction cable slows a fan by feeding it less than 12V, permanently and without a controller. It is the simplest fix for one fan that is louder than the rest and does not need to be adjustable.
All Phobya: 3-pin 12V to 7V and 12V to 5V reducers at 20cm in black, and 4-pin reduction cables offering 5V, 7V and 12V at 10cm and 30cm.
Know the trade before you order. A fan on 5V is quiet and moves very little air, and some fans will not start at all at 5V, only continue running once spun up. 7V is the usual compromise. And the fan will report its reduced RPM to the board, which can trip a low-speed alarm.
